Co-published with the Weatherhead Center for International Affairs, this book offers a critical assessment of European Union developments since 1994. It combines the texts of the five Paul-Henri Spaak lectures given at Harvard University in the 1994-2000 period, and a cogent analysis of the successes and failures of the EU by Professor Andrew Moravcsik, entitled "Europe without Illusions."

The European Union is the most successful voluntary international organization in world history. Europe without Illusions explores the paradox that the EU has just completed probably the most successful decade of integration in its history, yet it continues to be widely perceived as unstable and undemocratic.
