These changes include the disappearance of income as a voting cleavage, the rise of a new diploma divide, racial depolarization, and major shifts in voters’ spatial patterns. This talk will explore the implications of the new electorate for election policy and law. These implications are dramatic for fields such as voting, minority representation, redistricting, and campaign finance. Yet, to date, there has been little appreciation of the new world that’s emerging thanks to voters’ novel behavior.</p>
