Significant progress has been made across the globe towards providing students access to primary education. However, getting children into schools is just the first step in tackling the real challenge: ensuring that students are provided a quality education. While learning outcomes are the ultimate measure of educational quality, the ability of schools to effectively support the achievement of those outcomes is determined by how well each school assures its students a basic opportunity to learn (OTL). This presentation will highlight opportunity to learn findings from a research study on OTL implemented in Cabo Delgado, Mozambique and discuss specific issues surrounding the use of mother tongue instruction in Mozambique and its possible impact on students’ ability to learn to read. The session will include an initial presentation of the background for the study, methodology used for data collection and analysis, and a description of the opportunity to learn framework and factors included in the profile.
